(openPR) - Hamburg/Berne, 14.02.2007 - the Upper House of Parliament delivered on 14 February 2007 a fundamental promise for the export risk insurance for generator supplies at a value of 115 million Franconia at Alstom Switzerland. These generators are needed for the building of the hydro-electric power plant Yusufeli, Turkey. The promise is connected with editions by supplementing cushioning measures in the environmental and resettlement range. Over the distribution of the final insurance the Upper House of Parliament finds, if these measures are contently placing fulfilled. The Upper House of Parliament secures further supplies of Swiss companies for hydro-electric power plants in Turkey. It wants to support the Yusufeli project after the promise of the export credit guarantee for the Ilisu dam also.
The Upper House of Parliament agreed the fundamental promise, after it had arrived at the conviction that the conditions are given, in order to fulfill the international Usanzen valid within the environmental range. Based on the applicable demanded World Bank guidelines the measures already achieved a high degree of completion. These are supplemented by further flanking measures, which are to be fulfilled from the exporter before distribution of the final insurance. Thus the OECD agreements over environment and export credits one after-lives, which are based on World Bank guidelines. The Swiss export risk insurance SERV coordinated its pre-working closely with the national French export credit insurer taken part in the project likewise.
The Upper House of Parliament put also the positive effects of the project and the supplies to its decision on the economic situation Switzerland and the electricity supply in Turkey to reason. In order to become fair the rapidly rising current demand, Turkey in high cadence builds new hydro-electric power plants.
The Upper House of Parliament put, writes also the positive effects of the project and the supplies to its decision on the economic situation Switzerland and the electricity supply in Turkey to reason the EVD. Therefore it had assured also the export credit guarantee for the disputed Ilisu dam.
In December had the Upper House of Parliament four Swiss the companies Alstom, Colenco, Maggia and Stucky a warranty of 225 million Franconia for the Ilisu project also rested upon.
Turkey plans the building already 2002 failed Yusufeli of the dam in the northeast of Turkey. In Switzerland the resident company Alstom received orders for the supply from generators. Because the financing is not secured, an export credit guarantee in Switzerland was requested, on which the Upper House of Parliament must decide. The flooding of a unique Raftingflusses and tourism area goes around the resettlement from 12 ' 000 humans and. The building consortium published now finally for 2002 the project environmental and social compatibility studies failed. The EvB examines at present whether these international standards withstands. Although the same quantity of electricity could be produced alternatively by smaller dams, whereby the flooding of the district town Yusufeli could be avoided, the Turkish government holds to the more favorable megadam. The population concerned locally resists from the fruitful valley soil on a stony mountain comb to resettle and is afraid of becoming impoverished. So far no adequate measures are intended to secure living costs of the population concerned. A further point at issue is also the building and the complete financing of the Zufahrtsstrassen into the villages lain cut off after the flow of the valley soil more highly.
Swiss export risk insurance (SERV)
The Swiss export risk insurance (SERV) is a public institute of the federation for the promotion of the export Swiss enterprise. It replaced created Swiss export credit guarantee (suppl.) already by 1 January 2007 those 1934. As in most industrial nations a national export risk insurance is available also in Switzerland of the export trade and industry. The SERV insures risks with foreign orders, with which due to political and economically uncertain conditions an endangerment of the receipt of payment must be feared. Again also business with private orderers, private buyer risks so mentioned can be insured, on the basis starting from 2007 into force of the stepped Swiss export insurance law (SERVG). The reason for this expansion of the national performance lies in the fact that in the course of the world-wide privatisations the national customers off and increase the private customers.
It is problematic from the view of the EvB that the SERV insures every now and then foreign orders from Switzerland at controversy of projects like for example giant power stations, which are not environmental and socialcompatible. The EvB uses itself for the fact that the SERV covers only orders, which are corruption-free transacted and to a lasting development to contribute.
