Swiss administrative reform advances according to plan
An important goal of the government activity
(openPR) - EUROPATICKER environmental call (www.europaticker.de): The administrative reform is on course. End year is the central project organization to be dissolved, even if the project conversion will not be terminated in all subranges. Accordingly the administrative reform is not to be supplemented with additional reform projects. This comes out from the answer of the Upper House of Parliament to the letter of the business test commission of the condition advice (GPK-S) from 23 January 2007, adopted yesterday.
With letters from 23 January 2007 the GPK-S arrived among other things with the request at the Upper House of Parliament to grant and to the co-ordination of the different projects increased attention give to the administrative reform it being entitled value.
In its answer the Upper House of Parliament stresses that the administrative reform is an important goal of the government activity. The project is on course, so that the administrative reform is locked like planned with the final report delegated at the end of of the 2007. On this time the Upper House of Parliament will dissolve the central project organization, even if the project conversion will not be terminated in all subranges. The Upper House of Parliament will decide also on this time, how the projects not locked yet will have to be accompanied over the year 2007.
In connection with the project, Doppelspurigkeiten " brought up for discussion the GPK-S finally also the reform of the departementalen arrangement. The Upper House of Parliament will argue in detail in the current year with appropriate reform suggestions. This reform discussion takes place not in the context of the administrative reform, but in the context of a separate reform container.
The GPK-S finally requested the Upper House of Parliament, the projects Aufgabenüber¬prüfung to coordinate new calculation model and Corporate Governance of the federation better and to summarize it in an administrative reform in the broader sense. The latter rejects the Upper House of Parliament. During a unification of these projects the large danger would exist that thereby one was created hardly more complexity which can be mastered and that blockings in subprojects could affect the process of the other projects negatively. The Upper House of Parliament is conscious itself that it is indispensable due to the existing transverse purchases to co-ordinate the projects contentwise and procedure-moderately carefully. This tuning is ensured in particular by the fact that the guidance and co-ordination of the projects mentioned are noticed by the EFD (EFV).
